1. Peel the carrots and cut them coarsely. Peel the parsnip and cut it the same way as the carrots. Chop the green onions.

2. Mix water, oil, and salt in a medium saucepan and bring to a simmer over medium heat. Add semolina and cook, stirring, until the semolina forms a large ball. This will take just a few seconds.

3. Transfer the mixture to a bowl. Mash it into small pieces with a wooden spoon, add Parmesan cheese, egg, and chopped herbs, if using, and mix thoroughly until smooth. Make sure there are no lumps in the mixture. In a large pot, bring beef broth to a boil.

4. After that, add the carrots and parsnip and cook for about 5 minutes. Then, using a spoon, drop the dough into the soup, forming small balls. You can use wet hands to shape them for smoother dumplings. Cook for approximately 4 to 5 minutes, until the dumplings harden. Ladle the soup into bowls and serve immediately.
