Prepare the listed ingredients. Peel the vegetables and rinse them in water.

Cut the potatoes into medium cubes and place them in a saucepan. Pour in hot water, add bay leaves, and set the pan on the stove. Bring to a boil and cook the potatoes for about 15 minutes.

Chop the onion into small cubes and grate the carrot on a fine grater. Heat a skillet with vegetable oil and sauté both ingredients until golden brown, about 3 minutes.
