1. Place the beef in water, wait for the water to boil and skim off all the foam. Then add the washed vegetables whole into the broth and simmer for one and a half hours over low heat, covered. When the meat becomes tender, remove it and cut into pieces. Then return it to the broth and remove the vegetables.

2. Finely chop the onion and garlic and sauté in vegetable oil. Then add the well-rinsed rice and fry until the rice turns slightly golden. Transfer everything to the broth. Add the tomatoes, rubbed into a puree. Bring to a boil.

3. Separately grind the salt, cumin, saffron, and pepper, then add the cilantro, crush in a mortar, and add the mixture to the soup as a seasoning. Cook until the rice is done.
