Rinse the rice thoroughly until the water runs clear. Transfer it to a heavy-bottomed pot and add water in a 1:2 rice-to-water ratio. Bring to a boil and lightly season with salt. Cook the rice over low heat, covered, until done. My rice variety takes 25–30 minutes; regular rice will take about 20 minutes. Then rinse the cooked rice with boiling water and drain in a colander—this will ensure it doesn't clump together in the salad. Transfer the rice to a deep bowl.

Dice the cucumber, avocado, and red onion into small cubes. Add to the rice.

Drain the liquid from the canned corn. Add the corn to a bowl.

Finely chop the green onions.

For the dressing, mix mayonnaise with chili powder, ground black pepper, and dried garlic. Add wine vinegar and mix well.
