1. In a bowl, mix the flour and salt. Cut the butter into pieces and add to the flour, then rub the mixture with your hands until it resembles crumbs.

2. Gradually add water to form the dough. Wrap it in plastic wrap and refrigerate for 1-2 hours.

3. After the required time, remove the dough and let it sit for 10 minutes to warm up slightly. Roll out the dough into a thin sheet.

4. Prepare the baking pan and place the dough in it, rolling it out to cover the sides.

5. Using a rolling pin, remove the excess dough hanging over the edges, then return the dough in the pan to the freezer for half an hour.

6. Cut the salmon into small pieces. Place half of the fish.

7. Sauté the chopped shallot in a skillet with olive oil until translucent, then remove from the skillet. Beat the eggs and mix in the goat cheese, then add milk, cream, chopped dill, citrus zest, salt, and pepper. Combine with the sautéed shallot and mix everything together. Pour half of the mixture over the fish in the baking dish, then add another layer of fish, and pour the remaining mixture on top.

8. Place in a preheated oven at 180 degrees for 15 minutes, then reduce the temperature to 160 and bake for another 30-40 minutes.
