Drain the water from the rice and add finely chopped parsley, salt, onion, chopped mint, chili pepper powder, 1/4 cup of lemon juice, and mix well.

Rinse the grape leaves thoroughly but carefully so as not to damage them. Remove any tough stems (if present) and place them shiny side down. Put 1 tablespoon of the rice mixture near the center of the leaf.

Then tightly roll towards the pointed end of the leaf.

Be careful not to damage the leaves.

Repeat the procedure with the remaining leaves as well. Then, in a deep pot, place sliced carrots or potatoes on the bottom. Carefully arrange the grape "rolls" on top (pack them tightly) and place a small dish (such as a plate) on top of them to press down the dolma. Put something heavy on top of the plate to weigh it down. Turn on the stove. Add 1 cup of water and the remaining lemon juice, bring to a boil, reduce heat to medium, cover with a lid, and cook for 45 minutes (1 hour if on low heat). Check the water level and add more as needed.

After the time has elapsed, add 1/4 cup of olive oil and cook for another 15 minutes. Then remove from the heat and let stand for 1-2 hours to allow the juices and oil to be absorbed. Can be served.
