    As I already mentioned, we won't be cooking the rice, but simply pouring boiling water over it for a few minutes.

    Then place the ground meat, chopped onion and garlic, grated carrot, egg, rice, salt, and spices into a deep bowl. Thoroughly mix all ingredients until well combined.

    Pour vegetable oil into a skillet and sauté the onion until golden, then add the carrot and cook for a few more minutes.
