Prepare all the ingredients.

Transfer the minced meat to a deep bowl.

Add the rinsed bulgur.

Add finely diced onion, egg, salt, and spices to taste.

Mix everything well.

Separately, sauté the onion diced into cubes in a frying pan.

Add the flour, mix, then immediately add the sour cream, tomato paste, salt, and ground pepper.

Fry everything together for a couple of minutes, then slowly pour in boiling water in a thin stream. Bring the sauce to a boil and remove from heat.

Form small balls from the minced meat and place them into a greased baking dish.

Pour the sauce over the meatballs, add bay leaves, cover with foil, and bake in the oven at 180 degrees for 40 minutes. Then remove the foil and cook for another 15-20 minutes.
