Prepare all the ingredients.

Place the liver in cold water, bring to a boil, reduce the heat, and simmer for 10 minutes. Cool the liver and grate finely on a fine grater.

Add the rice cooked until half-done, grated cheese, egg, garlic pressed through a garlic press, salt to taste, and black ground pepper if desired.

Shape the minced meat into small balls with your hands, roll them in flour, and fry on both sides in a pan until a light golden crust forms.

Transfer the fried meatballs to a plate for now, and in the same skillet, sauté the diced onion and grated carrot.

Add a tablespoon of flour, quickly mix everything, then add sour cream and tomato paste. Mix again, heat for a couple of minutes, and pour in hot water. Season the sauce to taste.
