Preheat the oven to 380°F and line a baking sheet with parchment paper. Alternatively, you can grease the baking sheet with oil.

In a large bowl, combine flour, baking powder, and salt.

Place the chilled, cubed butter into the dry ingredients. Using your hands or a food processor with a dough attachment, rub the mixture together until it resembles coarse crumbs. Transfer to a larger bowl.

Add the milk and mix with a fork until the mixture turns into a sticky, thick dough.

For small cookies: using a spoon, place walnut-sized dough balls onto the prepared baking sheet. You can make larger cookies if desired; they will bake through either way.

Bake the cookies until golden (approximately 15 minutes for small cookies and 20 minutes for large ones). Let cool on a wire rack. Serve warm or cooled.
