Cut the meat into thin strips. Mix soy sauce with sugar. Marinate the meat in this mixture for 20 minutes. Slice the pepper and green onion into pieces.

Heat oil in a skillet. Sauté minced garlic in it for flavor. Then add the beef. Cook until a golden crust forms. Next, add the pepper and onion.

Cook the spaghetti separately. Prepare the sauce by mixing hoisin, chili, and water. Add the spaghetti and sauce to a frying pan.
