Knead the dough: mix eggs, kefir, and salt in a large container. Stir thoroughly, then add baking soda. Gradually add flour, constantly stirring. If lumps form, break them up until the dough becomes smooth and uniform. The consistency should resemble thick sour cream.

Peel the potatoes and cut them into thin strips. Transfer the fish from the can to a plate and mash it thoroughly with a fork until it breaks down.
