Prepare all the ingredients. You can use any liver, but chicken liver makes for a more tender appetizer. Rinse and pat dry the liver; if necessary, remove tendons and membrane.

Combine the liver, flour, milk, and eggs. Add salt and pepper to taste. Mix thoroughly until smooth.
