Peel the carrot and cut it into small thin diamond-shaped slices.

Peel the onion and slice it into half-rings.

We clean the pepper and cut it into strips or diamonds.

Cut the meat across the grain into thin strips. You can slightly freeze the meat before slicing—it will be easier to cut.

Place the frying pan on the heat and, while it's warming up, finely chop the garlic cloves and dissolve the starch in cold water.

Place the meat on a hot skillet and fry until a crust forms, stirring constantly.

Once the meat is browned, add the carrots and a spoonful each of soy sauce and diluted starch.

Add the onion to the meat and carrots, season with salt and pepper. Add another spoonful of diluted starch.

After 5 minutes, add the sliced pepper, honey, garlic, and remaining soy sauce to the skillet. Mix well, then add the vinegar, remaining starch, and chili pepper. Bring to a boil. Turn off the heat and taste the dish. If it seems insufficiently salty, add more soy sauce; if not sweet enough, add more honey.
