Peel the onion and carrot. Dice the onion into small cubes and lightly sauté in a pan with vegetable oil.

Grate the peeled carrot. You can use a coarse grater or grate it finer. Add the carrot to the onion and sauté together for 3-4 minutes.

Boil the noodles almost until done, then drain the water. If you decided to use instant noodles, pour boiling water over them to reach 2/3 of their height. Stir, cover with a lid, and wait until the noodles absorb all the water.

Add the prepared vermicelli, minced meat, sautéed onion and carrot, and spices. Mix everything thoroughly.

Divide the resulting mass into 2-3 parts. Place one part of the mixture into a baking bag and shape it into a roll. Tightly roll it up and place the resulting roll onto a steaming rack. Put the rack over a pot of boiling water (or into a multicooker), cover with a lid, and cook for about 40-45 minutes.
