To prepare baked stuffed pasta with meat and cheese filling, we need ground meat. Place it in a bowl. Add a little water (0.5 cup), spices, and salt. Mix the meat until uniform. The meat will absorb the water and become well blended.

Take pasta. I have these cannelloni tubes. They come in small or larger sizes. You can use large shells instead. Fill each pasta piece with stuffing. My pasta does not require pre-cooking.
