Dredge the fish pieces in flour and lightly fry them in vegetable oil. Transfer the fried fish to a pot in which you'll continue cooking. 4. In a frying pan, sauté the onion, celery, and carrot in butter. Place the cooked vegetables over the fish. 5. Add white wine, capers, and water to the pot. Cover with a lid and simmer over low heat for 15–20 minutes. 6. Then add minced garlic, pepper, salt, and sour cream. Simmer for another 10–15 minutes, then serve.
