Place the rice in a colander and rinse under running water. Then transfer to a saucepan and add water. Boil until cooked and let cool.

Pass the beef through a meat grinder or chop it using a blender. You can also use ready-made beef or pork mince.

Place the cooked rice in a deep bowl, add the minced meat, and crack a raw chicken egg into it.

Peel and wash the onion and carrots. Grate the carrots on a grater and chop the onion with a sharp knife. Heat vegetable oil in a frying pan and sauté the vegetables in it. Add the onion and carrots to the other ingredients.
