Prepare the ingredients for the dough.

Sift the flour into a deep bowl and make a well in the center. Add all the remaining dough ingredients and knead a soft, not stiff dough. Place the dough into a bowl lightly greased with oil, cover with plastic wrap, and set in a warm place for 50 minutes.

Meanwhile, prepare the filling. Wash and peel the vegetables. Soak the raisins in boiling water for 10 minutes, then drain.

Shred the cabbage thinly. Heat vegetable oil in a deep skillet and sauté the cabbage over high heat, stirring constantly to prevent burning. In another skillet, heat oil and sauté chopped onion, garlic, and carrot until soft. Combine all the vegetables with tomato juice and cumin, then simmer for 5 minutes. Add raisins, basil, sugar, salt, and pepper to taste. Mix well and let cool.

Roll out the dough into a thin rectangular sheet. Evenly spread the filling over the dough, leaving a 3 cm border around the edges.

Roll into a log and place on a silicone baking mat or parchment paper greased with oil. Let it rise in a warm place for 10–15 minutes. Then brush the top of the roll with milk and sprinkle with poppy seeds and sesame. To prevent the topping from falling off during baking, lightly spray it with water from a spray bottle.

Place the kulebyaka in a preheated oven at 180°C and bake for 45–55 minutes. Adjust the time according to your oven. Then cool it on a wire rack.
