Wash, peel, and boil the potatoes in slightly salted water until tender, if not already cooked. 2. Wash and peel the onion and carrot. Finely chop them in a blender or with a knife, then sauté in vegetable oil. 3. Rinse the meat, dry it, cut into small pieces, and add to the sautéed vegetables in the pan. 4. Season the filling with salt, pepper, and any spices you like. For a very juicy filling, you can sauté the meat with tomato paste—entirely optional. 5. While the meat is cooking, prepare the dough. Drain any excess water from the boiled potatoes and mash them into a smooth puree. Add eggs and flour, then mix thoroughly until you have a uniform consistency. You may add a pinch of salt. 6. Shape the mixture into flat patties. Place a spoonful of the cooked meat filling in the center of each, then seal the edges, gently pressing each pancake to flatten it. 7.
