Step 1

1. Pour 2 cups of water into a separate container. Add 1 tablespoon of salt. Knead the dough, gradually adding flour until the dough absorbs it all. The dough should be firm, dense, and elastic, not too soft. Pass the meat through a meat grinder. Wash and peel the onion and carrot. Cut the onion into half-rings and grate the carrot on a coarse grater. Heat vegetable oil in a frying pan and sauté the onion. Add the ground meat to the pan and lightly fry until partially cooked. Roll out the dough into a very thin sheet and spread it with butter. Place the meat mixture with onion onto the dough and spread it evenly over the entire surface.

2. Add the grated carrots and sprinkle with a little salt. The carrots won't spoil the taste—in fact, they'll improve it.

Step 3

3. Roll the dough into a roll and place it on the steamer tray. The trays should be greased with oil beforehand. Put the pot of the steamer with water on the stove in advance. When the water boils, place the trays on the steamer and cover with a lid. Steam for about 50 minutes.
