Prepare all the necessary ingredients. Cook the rice in salted water with saffron until almost done, leaving it a few minutes short of being fully cooked.

Season the minced meat with salt and pepper to taste, shape it into small balls, place them on a cutting board, cover with plastic wrap, and refrigerate for 30 minutes.

Sear the meatballs in a small amount of vegetable oil until a golden crust forms.

Slice the onion into half-rings, and cut the carrot into thick julienne strips. Add the vegetables to the pan with the meatballs and fry for another 7–10 minutes.

Prepare the choux pastry. Mix the flour with salt, add 1.5 tablespoons of vegetable oil, pour in boiling water, and mix vigorously.
