1. Sauté the pepper and meat in a mixture of oils with tomato paste, as they take the longest to cook. Once softened, add the chopped onion and cabbage.

2. Sauté everything together for a while, then pour in water, add spices, and simmer over low heat until thickened.

3. Finally, when most of the water has evaporated, add the sour cream and mix well. Now bring the contents of the pot to a boil and remove from heat.
