    Preheat the oven to 325 degrees. Melt the butter in a skillet and sauté the minced garlic over medium heat for about 30 seconds. Remove the garlic butter from the heat and transfer it to a separate cup. Wipe the skillet with a paper towel.

    Melt 1 tablespoon of butter in a skillet again and sauté the breadcrumbs until golden. Add 1 tablespoon of chopped herbs and lemon zest, transfer everything to a separate dish and set aside.

    Season the fillets with salt and pepper on both sides. Spread a thin layer of mustard on each piece of fillet, sprinkle with chopped herbs and lemon zest. Drizzle each piece with garlic butter and roll into a small roll.

    Place all the rolls in a baking dish, seam side down. Cover with foil and bake until the internal temperature reaches 135 degrees (bake for 15-25 minutes, depending on the thickness of the fish). Sprinkle the rolls with fried breadcrumbs and return to the oven for 5 minutes, this time without covering with foil.
