Melt chocolate in a heatproof bowl over boiling water, stirring until smooth. Let it cool slightly. Whisk powdered sugar and water together until smooth. Add melted chocolate and beat until thickened, about 1 minute. Immediately pour the icing over the cooled cake. Spread the icing evenly over the top and sides with a spatula. The cake can be stored at room temperature for up to 2 days. Serve the finished dessert.
