Prepare all the necessary ingredients.

Wash the potatoes under running water, peel them, grate on a fine grater, and remove excess liquid.

Combine the potatoes with salt and flour. The mixture should form a fairly dense dough.

Add spices to the minced meat.

With wet hands, take a small portion of the mixture, shape it into a small disc, place the filling in the center, and seal it into a ball.
